Command & Conquer: Generals – Zero Hour is the legendary 2003 expansion pack to Command & Conquer: Generals. Developed by EA Los Angeles and published by Electronic Arts, it is widely considered one of the greatest and most impactful expansion packs in the history of the real-time strategy genre.
Releasing a mere seven months after the highly polarizing base game, Zero Hour didn’t just add a few new units; it completely shattered and rebuilt the multiplayer meta. It took the three wildly asymmetrical factions of the base game—the high-tech USA, the brute-force Chinese military, and the guerrilla Global Liberation Army (GLA)—and fractured them into nine highly specialized sub-factions, creating an unprecedented level of tactical depth that is still celebrated by the strategy community today.
Gameplay and Expansion Additions
Zero Hour ran on the same fully 3D SAGE engine as the base game but vastly expanded the game’s scope, offering new campaigns for each faction and reintroducing a beloved staple of the franchise: live-action cutscenes (presented this time as highly stylized, in-universe news broadcasts).
Key gameplay mechanics and massive innovations include:
- The Generals Challenge: This was the crown jewel of the expansion. In this single-player mode, you choose one of the nine specialized Generals and fight your way through a gauntlet of the other commanders on their home turf. Each AI General constantly taunts you over comms, culminating in a brutally difficult final boss fight against the supreme Chinese commander, General Leang.
- Specialized Arsenals: Every single sub-faction completely alters the tech tree of their parent faction. By choosing a specific General, you gain exclusive, highly overpowered units and reduced costs in their specialty, but entirely lose access to units outside their doctrine (e.g., the Tank General cannot build artillery, and the Laser General cannot build traditional tanks).
- New Base Game Units: Even if you play as the “vanilla” factions, the roster was heavily expanded. The USA received Microwave Tanks to roast garrisoned infantry and Sentry Drones; China received massive, troop-carrying Helix helicopters and ECM Tanks to deflect missiles; and the GLA received sneaky Combat Cycles and fake, booby-trapped structures.
The Nine Commanders
The introduction of the specialized Generals completely redefined competitive multiplayer, forcing players to master wildly distinct playstyles:
The United States (USA):
- General Malcolm “Ace” Granger (Air Force): Completely dominates the skies. He utilizes stealth-capable King Raptors, deploys laser-point-defense Combat Chinooks, and his aircraft are significantly cheaper, but he cannot build any heavy tanks.
- General “Pinpoint” Townes (Laser): Replaces standard ballistics with advanced energy weapons. His Laser Tanks are incredibly powerful, and his Laser Turrets obliterate incoming missiles, but his entire army is hyper-reliant on maintaining a massive power grid.
- General Alexis Alexander (Superweapon): The ultimate turtle faction. Her defensive EMP Patriots shut down enemy vehicles instantly, and her devastating Particle Uplink Cannons cost significantly less to build, allowing her to rain orbital death from a heavily fortified base.
The People’s Republic of China:
- General Ta Hun Kwai (Tank): Relies on sheer, overwhelming armor. All of his tanks start as veterans, and he can build them faster and cheaper. His signature vehicle is the Emperor Overlord, but he pays significantly more for aircraft and infantry.
- General Tsing Shi Tao (Nuclear): Embraces the glow. His reactors produce more energy, his aircraft drop tactical nukes, and his Battlemaster tanks fire radioactive shells, making his army fast, highly explosive, and devastating to infantry.
- General “Anvil” Shin Fai (Infantry): The master of the meat-grinder. All of his infantry start as veterans, his Minigunners can shoot down aircraft, and he relies heavily on troop-filled Helix helicopters and massive bunkers, but he completely loses access to China’s heavy armor.
The Global Liberation Army (GLA):
- Dr. Thrax (Toxin): A terrifying biological warfare specialist. All of his tanks and missiles come pre-upgraded with lethal Anthrax Beta toxins, melting enemy infantry and light vehicles instantly, though he lacks any stealth capabilities.
- Prince Kassad (Stealth): The ultimate guerrilla commander. He can camouflage almost every single structure and unit in his arsenal (including resource gatherers), allowing for invisible, highly frustrating hit-and-run tactics, but he cannot build heavy armor.
- Rodall “Demo” Juhziz (Demolitions): Explosives are the answer to everything. His suicide bombers do significantly more damage, his basic infantry can plant dynamite, and his SCUD launchers are devastating, but he completely lacks any stealth units.
Development and Legacy
Released in September 2003, Zero Hour was universally acclaimed. It took the excellent mechanical foundation of the base game and injected it with a massive dose of replayability and strategic variety.
Today, in 2026, Zero Hour is viewed as one of the undisputed kings of the golden age of RTS games. Its legacy is kept fiercely alive by an incredible modding community. Massive, legendary total-conversion mods like ShockWave, Contra, and Rise of the Reds have continuously updated the game for over two decades, adding new generals, factions, and modernizing the balance.
Following the highly celebrated release of Command & Conquer: The Ultimate Collection on Steam in 2024, the game’s servers and multiplayer scenes experienced a massive, official revival, ensuring that the battles over global dominance remain as explosive today as they were over two decades ago.
