Because their physical forms are entirely ghostly and non-corporeal, Scourger troops and phantom naval structures traverse both land tiles and sea hexes effortlessly with zero movement penalties. Furthermore, they radiate an innate aura of dread, actively penalizing the morale of opposing living forces during combat phases.
Specialized Infrastructure & Roster
To complement their raiding playstyle, Scourger shoreline cities utilize unique municipal construction options:
- The Indentured Workers Guild: Pirate raids on enemy towns actively yield captured prisoners. These prisoners are funneled into this guild to drastically amplify the city’s production velocities and economic outputs, though players must manage local unrest scores to prevent citizen rebellions.
The military roster replaces standard baseline infantry units with specialized, ghastly entities:

Specialized Water Lairs
Explorers can chart ship routes to navigate two completely original underwater grottos: Reef Islands and The Wind Caves. Rather than utilizing traditional generic cave tiles, these nodes open into custom-designed combat maps filled with treacherous coral cover, movement-restricting water currents, and hostile marine marauders.
At the absolute depths of these vaults spawn terrifying Kraken world bosses. Defeating these gargantuan titans of the deep rewards the conquering wizard with immense loot caches and powerful, world-tier Wizard Traits that are entirely unobtainable via standard creation screens.
Shoreline Agriculture
Shoreline cities gain access to three highly lucrative maritime resources: Pearls, Coral Reefs, and Fish schools. Cultivating these nodes spikes city commerce, gold yields, and population growth curves.
To streamline extraction, the expansion introduces a new global Arcane Spell. Casting this spell projects a magical harvest siphon across coastal waters, allowing a wizard’s fortress city to successfully exploit and gather sea resources even if the nodes sit entirely outside the town’s standard structural catchment boundaries.
Concurrent 2024 System Reworks
The deployment of the Scourge of the Seas paid DLC was accompanied by a massive, complimentary free base-game patch that completely overhauled the Unity engine’s systemic handling of water logistics and AI diplomacy:
- Visual Water Transformations: To resolve the visual awkwardness of heavily armored ground troops floating bare across water tiles, the patch updates animations to automatically place all non-swimming, non-flight units onto functional wooden rafts when traversing sea hexes.
