Master of Magic: Scourge of the Seas is a paid downloadable content (DLC) expansion pack for the 2022 fantasy turn-based 4X strategy game Master of Magic. Developed by MuHa Games alongside Eerie Forest Studio and published by Slitherine Ltd., the expansion launched on February 8, 2024, for Microsoft Windows.

As the second major premium expansion for the 2022 remake (following 2023’s Rise of the Soultrapped), Scourge of the Seas heavily addresses one of the franchise’s historically neglected vectors: naval logistics and maritime warfare. The expansion introduces a dedicated pirate-themed spectral race, unique world-tier water bosses, coastal resource mechanics, and a fresh suite of playable wizards and heroes.

The Scourgers Race & Un-Death Mechanics

The core feature of the expansion is the introduction of The Scourgers, a highly aggressive, non-corporeal playable faction that thoroughly disrupts traditional terrestrial empire building.

Lore and Traits

Lore-wise, the Scourgers were once fearsome, war-like orcs who abandoned their tribal traditions to adopt a life of lawless oceanic piracy. Cursed to a state of eternal un-death by their relentless greed and envy, they have transformed into spectral wraiths.

Because their physical forms are entirely ghostly and non-corporeal, Scourger troops and phantom naval structures traverse both land tiles and sea hexes effortlessly with zero movement penalties. Furthermore, they radiate an innate aura of dread, actively penalizing the morale of opposing living forces during combat phases.

Specialized Infrastructure & Roster

To complement their raiding playstyle, Scourger shoreline cities utilize unique municipal construction options:

  • The Indentured Workers Guild: Pirate raids on enemy towns actively yield captured prisoners. These prisoners are funneled into this guild to drastically amplify the city’s production velocities and economic outputs, though players must manage local unrest scores to prevent citizen rebellions.

The military roster replaces standard baseline infantry units with specialized, ghastly entities:

  • Sea Creatures: Mutated, deep-ocean behemoths forced into absolute servitude, utilizing crushing melee strikes and a petrifying gaze that freezes targets on the grid.
  • Rusalkas: Exotic, captured water nymphs who are forced to perform dances eternally, casting magical, mud-dazzling debuffs to blind enemy units.
  • Spectral Captains: Cursed commanders whose non-corporeal consciousness can mutate across deep waters, steering multiple fleets simultaneously while deploying slave shackles to bind broken enemies.
  • Paragon Ghostships: Colossal, spectral dreadnoughts that rise directly out of the ocean depths to harvest and consume the souls of fallen combatants mid-battle.

New Wizards & Hero Classes

The expansion broadens character customization by injecting four playable wizards and three specialized heroes into the selection pools:

Featured Arcane Sovereigns

  • Belit the Cursebringer: Legendary matriarch who historically led the original orc rebellion out onto the high seas. Wielding the schools of Death and Sorcery, she possesses the exclusive Pirate trait (granting massive financial cash infusions and indentured worker yields whenever she razes or pillages an enemy city) and the Sea Master trait (which grants bonus movement points to all swimming units and significantly discounts the gold cost of shipyard production).
  • Queen Xar’xa: The royal sovereign of the insectoid Klackon hives. Merging the schools of Death and Nature, she utilizes the unique Hive Master trait. This trait establishes an advanced link with the Klackon collective mind to optimize internal worker efficiencies while automatically guaranteeing that she begins the match with a legendary companion hero at her side.

Mercenary Heroes

Three distinct characters can be encountered wandering the planes, offering their elite tactical combat expertise to whichever wizard can afford their gold salaries:

  • Ph’ym the Philomath: A highly cerebral, spell-casting scholar specialized in unlocking early magical tech progressions.
  • Big Berta: A heavy, physical powerhouse frontliner optimized for cracking open enemy city fortifications.
  • Slithers the Sea Scourge: A versatile, high-mobility aquatic combat specialist who drastically buffs the speed metrics of any unit stack he commands across water tiles.

Maritime Environments & Oceanic Resources

To force players out of land-locked isolation, Scourge of the Seas updates the world generator to populate oceans with interactive nodes and high-stakes hazards:

Specialized Water Lairs

Explorers can chart ship routes to navigate two completely original underwater grottos: Reef Islands and The Wind Caves. Rather than utilizing traditional generic cave tiles, these nodes open into custom-designed combat maps filled with treacherous coral cover, movement-restricting water currents, and hostile marine marauders.

At the absolute depths of these vaults spawn terrifying Kraken world bosses. Defeating these gargantuan titans of the deep rewards the conquering wizard with immense loot caches and powerful, world-tier Wizard Traits that are entirely unobtainable via standard creation screens.

Shoreline Agriculture

Shoreline cities gain access to three highly lucrative maritime resources: Pearls, Coral Reefs, and Fish schools. Cultivating these nodes spikes city commerce, gold yields, and population growth curves.

To streamline extraction, the expansion introduces a new global Arcane Spell. Casting this spell projects a magical harvest siphon across coastal waters, allowing a wizard’s fortress city to successfully exploit and gather sea resources even if the nodes sit entirely outside the town’s standard structural catchment boundaries.

Concurrent 2024 System Reworks

The deployment of the Scourge of the Seas paid DLC was accompanied by a massive, complimentary free base-game patch that completely overhauled the Unity engine’s systemic handling of water logistics and AI diplomacy:

  • Visual Water Transformations: To resolve the visual awkwardness of heavily armored ground troops floating bare across water tiles, the patch updates animations to automatically place all non-swimming, non-flight units onto functional wooden rafts when traversing sea hexes.
  • The Production Queue Matrix: Overhauls the city construction tab, integrating a smart queuing function that permits players to safely line up high-tier military buildings and advanced infrastructure units even if the prerequisite base requirements have not yet finished construction.
  • Macro AI Water Traversal Navigation: Fixes major legacy AI bugs where computer-controlled wizards would break down or lock up when managing maritime expansion.
