Subterranean Lair Management
The core loop takes place inside a 3D isometric base building layout. Players command basic Construction Workers to dynamite mountain rocks beneath a tropical island to carve out specialized functional facility sectors:
- Control Rooms: House localized satellite tracking rigs and memory terminals required to generate global plotting capacity.
- Training Rooms: Feature specialized educational modules—such as brain-washing units, physical target ranges, or etiquette classes—to systematically upgrade base workers into high-tier specialist roles.

Minion Specialization & Gauges
Minions are fully autonomous agents that move around the base grid dynamically based on localized utility demands. Every minion tracks five core internal status gauges that dictate their behavior: Health, Loyalty, Smarts, Attention, and Endurance. If loyalty drops to absolute zero, the minion turns rogue, trying to steal gold from the vaults or defecting to provide information to invading agencies.
To prevent systemic labor collapses, construction workers are systematically routed through training stations to scale into three primary specialized career trees:
- Social Sbires (Minions): Comprising Valets, Diplomats, and Playboys. They focus entirely on psychological deterrence. When enemy agents land on the island under the guise of casual tourists, social minions engage them in conversation, using demagoguery and psychological manipulation to drastically drain the agent’s Attention, Smarts, and Loyalty metrics without triggering alarm statuses.
- Military Sbires: Comprising Guards, Mercenaries, Marksmen, and Martial Artists. They possess heavily expanded health bars and physical endurance pools. They carry firearms or use close-quarters techniques to violently neutralize hostile invading forces when structural security states are breached.
- Scientific Sbires: Comprising Technicians, Scientists, and Biochemists. They handle the regular maintenance of ticking machinery, invent structural base layouts, and research advanced blueprint tiers to construct the core Doomsday Weapon.
Global Espionage & Forces of Justice
To fund their villainous empire, players must launch active operations across the World Domination Map. Minions are permanently dispatched into five geographic global regions to execute specific background roles:
- Conspiring: Minions scout local sectors to uncover hidden missions known as “Acts of Infamy”.
- Stealing: Generates a continuous, turn-by-turn cash influx of stolen funds funneled back into the home vaults.
- Hiding: Maximizes concealment metrics, reducing the frequency of localized counter-intelligence operations launched against your hidden cell.

Trap Combinations & Agents of Justice
As your notoriety scales, five international alliances—S.M.A.S.H., A.N.V.I.L., S.A.B.R.E., P.A.T.R.I.O.T., and H.A.M.M.E.R.—will systematically dispatch increasingly dangerous agents to investigate your island resort. These forces range from basic investigators and burglars to heavily armed saboteurs and hyper-lethal Super Agents (such as John Steele or Mariana Mamba) who require customized psychological strategies to permanently defeat.
To secure the outer perimeters without triggering persistent gun battles, players can engineer elaborate Trap Combo Pipelines. By chaining together custom triggers—such as pressure plates, lasers, and motion sensors—players can bounce agents across rooms using pinball bumpers, blow them into wind tunnels, drop them into shark-infested water tanks, or douse them in gas clouds.
A successful trap sequence drains an agent’s mental stats entirely, causing them to wander back to their transport ships in a complete daze, entirely forgetting any criminal evidence they witnessed.
Franchise History & Modern Status (2026)
Rebellion’s Acquisition
Following the release of Evil Genius, Elixir Studios faced financial volatility and formally dissolved in 2005. The game’s intellectual property assets and source code were subsequently acquired by the British studio Rebellion Developments (creators of the Sniper Elite series). Rebellion re-released the original vanilla title onto modern digital distribution networks, launching the game on Steam in 2009 and GOG.com shortly after.
Evil Genius 2: World Domination (2021)
After years of fan requests, Rebellion formally resurrected the franchise by developing and publishing a full-scale mainline sequel: Evil Genius 2: World Domination, which officially launched on PC via Steam on March 30, 2021, with console adaptations for PlayStation 4, PlayStation 5, Xbox One, and Xbox Series X/S following later that winter.
Powered by Rebellion’s proprietary Asura engine, the sequel fully modernizes the classic gameplay loops into high-definition 3D fidelity.
