Rockstar Tried Multiple Teams on Spy Game Agent and Still Failed

Rockstar Games co-founder Dan Houser has opened up about one of gaming’s most notorious vaporware titles, confirming that the studio threw multiple development teams at its Cold War spy game Agent before quietly walking away from the project entirely.

What Happened to Agent

Agent was unveiled at E3 2009 as a PS3 exclusive set during the 1970s Cold War, carrying the immediate weight of expectation that comes with any Rockstar announcement. Years passed with little to no updates, the trademark was eventually abandoned, and the game never received an official cancellation notice. Speaking in a new interview with IGN, Houser finally put the project’s fate in plain terms. GamesRadar reports he stated: “We tried with two or three different teams to make an open-world spy game and could not get it right, so it never came out. We concluded it was not a game we were ever going to figure out how to be able to make.”

Why the Spy Genre Resisted Rockstar’s Formula

Houser did not frame the failure as a shortage of effort or talent. Instead, he pointed to a structural problem rooted in genre conventions. According to GamesRadar, he explained that spy narratives are built on forward momentum and rapid location changes, both of which work against the sprawling, player-directed pacing that defines a Rockstar sandbox. Houser put it this way: “The momentum of a spy story pushes you forward in time, whereas you want games to be a bit more spread-out. And part of the fun of a spy movie is that you move from location A to very distant location B, and that’s not an experience in an open-world game that really works.”

He acknowledged that the teams produced material worth admiring along the way, but nothing ever coalesced into a finished product. As for whether anyone else should attempt the concept, Houser left the door open while remaining skeptical: “Other people can try, but I personally think it’s hard.”

Where Rockstar’s Focus Sits Now

Agent appears to have no active successor at Rockstar. The studio’s development bandwidth has been consumed by projects of enormous scope, including Red Dead Redemption 2 and the long-anticipated GTA 6. Projects of that scale leave little space for experimental new IP, and nothing suggests the spy game concept has been revived internally. For now, Agent remains a rare example of a Rockstar project that was attempted seriously, staffed repeatedly, and still never found its footing.
